Cap N actions per minute / hour / day per agent. Stops runaway loops.
Sibling-agent veto pool
Designated vetoer agents can block specific peers' actions in flight.
Hard human approval
Strongest gate. Action class requires explicit human approval — no agent can grant it.
Decision verbs
Every /evaluate call returns exactly one. DENY trumps QUEUE_QUORUM trumps ESCALATE trumps ALLOW — strongest wins.
