Why now

The ask came from the receiving side

In October 2026 the chief executive of a global bank said in public that it would not let just any outside agent come inside the company, and named the liability transfer. The parties that get acted upon are asking for a record of their own.

A passport verified by its issuer is a licence

The agent passports shipped this season are issued and verified by the platform that runs the agent. The receiver is asked to trust the doer's own word. In our October 2026 reading of the agent-security market, none of the announcements signs a record the doer did not write.

The state now names the object

Government guidance of October 2026 asks for tamper-resistant records sufficient to reconstruct what an agent did and which control decided. It does not say who signs that record. The receiver's desk is the signer.

What the desk does · four functions

1Reads any passportOurs or anyone's. It verifies what it can verify and records the rest as declared. It never issues a rival identity.
2Checks the act against your mandateYou write what you accept from outside agents in your own words: amount, class, counterparty, time, rate. Default-deny, content-blind, before the act lands.
3Signs the admission or the refusal as your recordA signed receipt for every act admitted and a signed NOT-DONE for every act refused, under your own key, post-quantum. A record the doer cannot write and anyone can verify without an account.
4Revokes at your gateYou stop an agent, an issuer or a class of acts at your own door, without asking the operator's platform. The revocation is signed; a later arrival is refused with the reason.

1The bankA customer's superintelligent AI agent may read balances and move up to a daily limit to a counterparty the customer has paid before; the bank keeps a signed receipt per transfer and a signed NOT-DONE per refusal, and revokes the agent at its own API.

Who holds the key

You do. Our key never signs your record.

The desk signs under a key in your custody. The operator of the agent, the insurer, the auditor, the regulator and the court verify your record with the published procedure and no account with us. When the desk cannot sign, it refuses and records when it went dark; it never fails open.
